Fikret Üçcan began his career at the Ministry of Foreign Affairs in 1964.

Former Ambassador and Secretary General of the Government, Fikret Üçcan completed his university degree in Diplomacy and Foreign Relations from Ankara University in 1964 and received a Master’s Degree on “Human Development in Turkey” from the Gazi University Social Sciences Faculty in 1992. He completed a doctorate thesis on the impact of e-Government practices on public services. After serving chronologically, at the Turkish Embassies in Vienna, Amman, London, Tripoli, Kuwait as General Council, he was appointed as the Advisor to State Minister Mr. T. Titiz and later State Minister Mr. Yusuf B. Özal, holding, at the same time, the position of General Director of Social Planning Department at the State Planning Organisation. His latest foreign service was completed as the General Consul in Strasbourg, France (1994-1998). On his return to Turkey, he was appointed as the Permanent Undersecretary of the Ministry of Culture (1999-2002), later as the Secretary General of the Government (2002-2003) and finally as the Special Advisor to the Prime Minister (2003-2008). He is today a consultant that undertakes projects together with the core team of Inside Council.

His other services in Turkey have been; Member of the Board at the Family Research Institution; Member of the Board of TÜGSAŞ (Turkish Fertiliser Industries Inc.) from 1988 to 1993; Chairman of the Board of the Press Publicity Corporation (2002-2004).

His international services include; Deputy Chairman of the International Professional Training and Teaching Association (IVETA) responsible for the Middle East, Near East and North Africa regions (1988-1992); Deputy Chairman of the United Nations Population Commission (1990-1992); Chairman of Eureka Audiovisual and European Audiovisual Observatory (Council of Europe) in 2000 and 2001; Between 1999-2002, he participated in various European Union Meetings of the Ministers of Culture as well as meetings of various cultural bodies of the Council of Europe as the Permanent Undersecretary of the Ministry of Culture.

As Chairman of the Turkish Coordination Committee for the Council of Europe Campaign “Europe, a Common Heritage”, in 1999, he introduced the project of the Association of the Historical Towns in Turkey. He is fluent in English and French.
